Have you tried setting up the Setup.exe first ? Also run your client with administrator rights. UAC is buggy with many many applications..

Try deleting your fpatch.inf and then run the patcher again.

Install Direct X , if that doesn't work. Update your graphic card drivers.

Even though I agree it's quite obvious that an cheap aura like LHZ would not give +25 stats like an emp aura. and also considering that it's commonly known in the community that the aura gives +15 all stats I don't think there's that much reason to rant. However since the description of the item is indeed wrong(not sure about the description on the donation page, but in-game it is) it would be quite wrong to leave you in this situation. Therefore I'd recommend you to make a ticket about this and you might be able to trade it for a different item with the same value. (Up to Genesis though)

When it comes to IP bans and such you'd have to contact Genesis. I'd recommend you to make a ticket about this issue.

I'm currently in class so I can not help at this moment. However once I get home I'll patch up myself and re-upload the files.
