Skill Delay After Fsk?

Hey, new to the server. Wanted to verify that there's a skill delay after using fsk? It seems to prevent the use of all skills which is kinda disappointing.

NOTE: if its -15% in the description and it has "Silver" in its name, then its a silver mvp. it cost way lesser than the original.

There are only a few players who use SG and I rarely see them in-game. Be the odd one out and master it here xD
