What the required elements for art varies from person to person, but art isn't always designed using the "elements and principles of design." Maybe when you're in class learning the techniques of art, in which case, of course there is a prescribed way of doing things. The idea of art is in constant motion and is expanding rapidly to accommodate unorthodox works.
For instance, Martin Creed won the Turner Prize in 2001 for his piece, "The Light Going On And Off." And all he did was turn lights on and off. He's also the one who crumpled a piece of A4 paper and called it art. It's what he said about it that made it art. So now that he's gained such artistic heights, he can do whatever he wants (artistically), including ignore the "elements and principles of design."
also, one should never use the word "all" when it comes to art. Many of us do it, but it's wrong. Art is never always one thing or another, and it actually doesn't have a clear definition.
