Flash itself isn't hard. It's very close to photoshop. Just some special images/animations need AS.

Uhm. Short flash videos instead of plain screenshots, the slideshow, the banner, the buttons possibly, an 'xxx members are currently connected' image, a server status image etc. Of course, some of those can be done in php whatsoever but Flash has become somewhat of a 'seal of quality' if used correctly. Other examples of flash; The banner on top; http://www.ragnarokonline.com/ Fully flash; http://www.mr-thom.com/ The problem with flash is that you can do quite a lot without ActionScript but some things would just require it. & I'm not sure if anyone here knows how to code AS.
