I had the same problem as you did, what resolved it was reinstalling my video card drivers as well as some other video card programs from microsoft, why don't you try removing the video card, putting it in another slot rebooting your computer it might recognize it as new hardware if it doesn't turnthe computer off and put it back to the original place, this kinda stuff happens when you reformat.

Questions: 1. Did you reformat your computer? 2. Did the driver come with the computer? 3. Did you make sure to uninstall the previous driver before installing the new one?

Your problem can be your video graphic driver ( most likely ) or a badly installed Video Card. What you should do is get the model number as well as the manufacturer of your graphic card go to their website and download the correct driver.
