The Philippines are very far away from where our server is located. This causes your ping to be high. There's different sorts of lag. There's graphic lag, and lets call it network lag. Graphic lag is what you experience when your PC is not able to handle a game. This will cause your game to stutter. This lag however is seperate from network lag, which is caused by a bad connection towards the server. This will keep everything looking smooth but it'll simply delay your commands sometimes to a point of making the game unplayable.
A hop is a server in between your computer and the game server you're connecting to. Your connection tries to take the shortest route (through many hops) to get to the game server. If one of these hops is faulty/slow your ping will increase more than necessary. However since you're in the Philippines I think it's more the distance causing the lag.
Aside from moving closer to the server, using something like Wtfast might reduce your ping. Wtfast reroutes your connection through dedicate servers, giving you the most optimized route to the game server (most of the time). This might reduce your ping but I'll warn up ahead that it doesn't work for everyone.
