I disagree with this, Sorry it will increase the damage of throw kunai skill especially Immaterial Kunai which will deal greater damage to gr users, shadow for non-gr users. thus, buffing their offense like what Autopsies said.

i would agree with this if it will only be two or three added vote expansion helms, and that its nothing compared to the valk expansions. for short Valk Expansions are prettier xD it would benefit newbies who cant afford valk expansions, making them choose two or more vote expansions instead of just 1. and their supposed to be a common headgear, not custom :3
