Guys!

I was curious on where these people on the market got those legendary headgears of different sorts. For example, the Legendary Angel Mini Silk Hat, I couldn't find the guide for this quest.

Where could I get this hat and is there a guide for it if it's a quest?

Hello

Not all legendary hats are questable, some are rewards on seasonal quests (like halloween, christmas and so)

Most of them came from the Casino game but the game was removed as it was abused alot. The rest are from what Danger said but the quests are only released during those seasons.
