It mean the Server rank on the voting site. Like when you vote and enter the words which is asked, you'll be directed to a website which says 'Top 100 Ragnarok Server' and if we manage to get Top Ten, they're going to enable the effect for the scarf and vote raw, i'm not sure about the others :\
