Basically it's a FREE TO PLAY game but you earn "Influence Points" to unlock other additional heroes through out the game. It is possibly to unlock them all without paying a cent so yes you can play each and every hero. I've been heavily into Akali lately she's actually really good early game from 4-10. After that she just becomes rape if you play the game right.
