This was suggested before and rejected. We will not give any sort of refunds for vote items. It's supposed to be a thank you to players for supporting the server (sadly, most do not even BOTHER to do this but I'm not going to say anything more about it here). We're not going to restrict people from participating in the ladder because they've won previous weeks. Also, having a PvP room where only 2 players are allowed in makes no sense at all. Yes, PvP ladder ideally wouldn't involve gangs and it's a cheap way to win it, but having a room where only 2 players could enter would be disastrous. Think about it. The most reasonable alternative would be to not allow parties in PvP room, although that will not stop gangs from happening it may mitigate it to some extent. So no to both of the original suggestions, but we are most likely going to make it so parties will be disabled in the PvP room. - Accepted -

We will do a non-donation ladder if it is indeed possible/practical for us to do. IT WILL NOT HAVE THE SAME PRIZES AS THE REGULAR LADDER. We'll come up with completely new prizes designed to help NEW/LESS-GEARED/UNABLE TO DONATE players out and give them something to work for. - Accepted -

Other people have suggested better alternatives such as using an EDP bottle and saving the warp for the NPC in Prontera. We might consider adding in a Repair NPC in fcity, but it wouldn't be anywhere near one of our top priorities. - Rejected -

We can definitely increase some MvP's HP a reasonable amount for the time being. We will not put the MvP's HP back to what it was before though. I actually have a solution to this problem, we'll see if it will be implemented in the future. (: - Accepted -

As Genesis already stated we are not going to be having a dedicated host for GvG nor would we restrict it to Senior GMs only. We can increase the STR of the hat and possibly give more AGI or an ASPD boost. Changing the price isn't really an option since as jorgesilvera said, people have already purchased the item in game. - Accepted -

Fixed the title for you! Now, on topic: sure, we could do something like this. It would be helpful if you or other players could find examples of wings (or any other items for event rewards) you would like implemented along with possible effects.
