Mild Wind not appearing on SG

So i have come upon a problem where Mild Wind doesn't appear on my SG's skill tree even after maxing out every other skills( especially both Peaceful Break & Happy Break skills ). 

Here's two different screenshots of a skill tree with Warm Wind and one without Warm Wind

with it one without it.

Also u can see that Kihop is stucked at level one and unabled to be leveled up no more.
