Tool Dealer in Forsaken City Spawn

Hi I am fairly new to this server but the one thing that I've noticed is there is no obvious tool dealer in Forsaken City's spawn region. I would think this would be a very useful NPC to consider; mainly to sell junk items from mobs.

I understand there are places to find tool dealers. I was speaking out of convenience; instead of warping to another area for the NPC. Just to make the flow of farming items and zeny more fluid.
