Is it bugged? Is the smoking pipe is the Eddga pipe?

Was the requirement a pipe or a slotted pipe?

I got 1 from OBB and 1 from Eddga, but NPC still said same thing. D:

Can you try getting Evil Horn instead of Little Evil Horn? The (smoking) pipe from Eddga should be the right one. If that doesn't work either, you should try making a ticket.

The "Smoking Pipe" you are looking for is item id 2268. It is the one dropped by Eddga. You might be missing some other item.
