well first u need to know what color of balloon u want..

then it will tells you what runsack u need to make in order for you to make that balloon.

example if u want to make poporing balloon. u need to take the poporing runsack quest.to the fashionable girl NPC

anyway u can get the backpack for the runsack quest to pet groomer, but u have to take the quest first for you to have an access to pet groomer/ talk to Dr.Bones @ for_elite 108 59

the backpack is only 1M anyway. if you have a friend who have access to pet groomer ask them to buy you one ^^

if you cant afford it try questing it. or just get the vote runsack for now for it doesnt have the same stat with the balloon but it has the +10 all stat too..
