If you mean normal arrow you can go 25 and then walk on left side.

You'll found a building with market sign on it.

Just enter it and you will see many npc selling many item for newbie use

I'm certain Hunting Arrows = Sharp Arrows.
Hunting Arrows increase CRIT rate, and so does Sharp Arrows.
There's a Hunting Arrow quiver, but no Sharp Arrow quiver.

Thus, hunting arrows are in the server by the name of 'Sharp Arrows'.
Check the Ammunition NPC at the Forsaken Mall. :)
