Vote Infernal Sniper Cape Bug?

I don't know if it's only me. I just got a new vote infernal cape for sniper. I think the 7% attk does not work. I mean, I have 3,600 atk fully buffed with my Scarf on. Then, I switched to my Infernal cape. My attk didn't increase. I also tested my dmg but, it is still the same when I use scarf...

Did I misunderstood the description or I am just bugged? Oh well, thanks in advance.
