Elite Arrow Npc Missing

The screen shots are self explanatory. I tried both coordinates. Ein_in01 19 69 does not exist on the map. And the coordinated 19 87 like the guide says the NPC isn't there.

That part of the Elite Arrow quest shows the old location of the Forger.
The new location of the Forger (Forsaken Master Forger) is at the Forsaken Knight Hall (for_elite)

to the right of the Forsaken Knight Master.
