You have to be a forsaken knight then ask the npc about arrows give the items talk to him then you can make arrow with respective items It worked for me I did it a couple of days back. If you want to do the quest and it's not working I can't think of anything atm Ok what exactly happened. Are you a sniper or a stalker ?
