why is it that the NPC that creates elite arrows and bullets gone now?

even the Non donation belts first npc "Strange Book" is gone. i dunno, i cant find it now.

It's not, you get them from the Forsaken Master Forger and the Legendary Ammo NPCs. They're in the Knight Hall, to the right. @ZerO25, we removed the non-donation belts quest since the Legendary gauntlets are significantly better. (The non-donation belt items will not be deleted, only the quest has been removed.) Hope that helps! (:

^You can talk to kafra for it.

Fcity kafra that is, they merged everything in the kafra, like refiner, decarder, etc.
