2 beelze with 75 dex won't result to insta cast :P Beelze affects your current cast time :P, given you have 75 dex and a cast time of 1 second(just an example). Your cast time would be reduced by 60% of that one second, hence not giving insta cast :P You can only get Instant cast without 150 dex by having 100% cast time reduction. ...I think.
