      IIRC, you can get them at casino's :)

      I tried it but I just got more casino chips than the glasses

      If I remember correctly, they were a seasonal item drop (2015 or 2016 Xmas) since that quest is discontinued. Only way to get for now (as Penthesiliea says) is via casino, you will have to play and be lucky to get that HG on roulette
