Did you tried to google that message? seems caused by some error in Microsoft visual C++ redistributable files
Look at Google for "Microsoft Visual C++ 2010 Redistributable Package", download 32 or 64 edition (depends if you use 32 or 64 bit edition of windows) and install

This is not fRO or even Raganrok related error, if you google "nvd3dum.dll error" you will see its related to video drivers problem, try reinstall your video drivers, maybe that power out damage your driver :/

WoE tokens are drop from soem castle (if i remember correctly from WoE 2.0 castle) they are used in the making of gold emperium aura and imperial hat (200 woe toks + 25 gold fragments)
about vote rucksacks, you can set in storage in your account, however you can't set in guild storage

First: login on game with another char (non your bio) and type /hoai to deactivate custom AI
Second: Download and install a custom AI like AzzyAI http://drazzy.com/ro/ai/getaai.shtml or MirAI http://www.mirandablade.altervista.org/?pg=mirai&lng=en (Both pages contain info on how to install)
Third: once installed, login on your Bio char and type /hoai
Or just follow first step and use normal AI
