Reading the info from ratemyserver.net database, seems that the item you mention is a drop from another item called Jewerly Box and that  You need to complete a quest to get that boxes
Honestly, I dont know if the quest is enabled (the first npc is there, but dont know about the others). If you really wish to get that item you can try to complete quest :)

Also if you want better bonus than the + %10 hp that it offers, you can try our custom quests for accessories (the quest guide used to exist on our wiki, but its messed up right now, so just talk to npc at  for_elite 65 100 and follow the npc instructions)

This is common problem with our Asia / Europe players due to the server being hosted on the United States of America
There are paid services that offer lowering ping through rerouting traffic over custom networks, perhaps your friend should try them and decide if it worths the investment on said services.
 
NOTE: I won't mention any specific service to prevent beliefs that I (or GM Team) promote some service in particular. You can always search at google for "Lower ping services"

You should kill dungeon keeper until it drops the Bravery Badge item, (should be a 50% drop chance, even if @ii command says 10%)*, once you get it, the NPC will let you continue the quest.
*However, to be sure i will ask GM Genesis to confirm the actual drop rate

You can download binkw32.dll from the full patcher (if you know how to use torrents, you can just select that file from the torrent and download it) or you also can look for it through google
To make 3rd jobs sprites work You just need to replace two files in your fRO Game Folder:
backup the fordata.grf and forsakenrothor.dat (in case you want to back to normal sprites and replace with the ones from 3rd job sprites, thats all.
Judging for your screenshot, You just misplaced the files, look on the folder and make sure they are on correct place (lets say C:\Program Files (x86)\Games\ForsakenRO\ForsakenRO All-In-One v5.7\)

I Think every NPC makes a different diadem color, so you only need to collect items for one of them, however guide doesnt indicate which color is each npc :/

Seems like you lost some important files and folders

You can download the small manual patch and add the ForsakenRO Patcher to the folder, I would also add the AI (homunculus AI) BGM (town songs) and Skin Folders, plus the Setup.exe and the forsakenrothor.dat (make sure that you copy this file from the same patch version you got your fordata.grf or it can cause problems for future updates)

Regarding the Screenshots. If they are still in Recycle Bin you can restore them, other way "those moments will be lost in time... like tears in rain..."

Login to https://forsaken-ro.net/cp/and do a location and look reset on your char (my account tab > select your problematic char > upper page says "Reset look" and "reset location")
