Does the combo weapons works as like legendary + legendary and donation + donation?

If the intended combo weapons works as legendary + legendary and donation + donation, Why does my legendary + legendary weapons doesn't give the bonus stats? check this screenshots below:

as you can see my str has +88 at 1st screenshot then after unequipping the legendary loki dagger I only lost 13str instead of loosing 22str if the combo is working.
