Legendary Weapon Quest / Stuck In Library Books Quest

I have all the requested books, but still can't proceed on the librarian. (I'm already a forsaken knight) At first I thought it was only a bug for gunslinger

so I decided to make a Sniper then did the same quest for the forsaken knight, after that I got stuck-up again. So I decided to make a post regarding about the legendary quest. Does anyone know what to do about this thing? is it a bug? or what? Your response will be greatly appreciated. TIA!

Make sure you have the correct books, most common problem is you get memory book slotted while the npc asks for unslotted version (2109).
