Aftercast On Champ W/ Ship Captain Hat

Hey everyone,

I dunno if it's just me, but it seems that 3 Kiels w/ Ship Captain Hat doesn't allow for the normal aftercast reductions on Champ. I tested this with TSS/ZenFury/Asura with the same results. If this was an intended change with past updates, then nvm! But if not, it'd be awesome if someone could look into this.
