Legendary/valk Weapon On Baby Jobs

There seem to have some certain baby jobs to where you can't even use the valk weap or even the legendary. I was wondering if anyone has an answer to this?

For example, Baby Crusader couldn't use the L. pally spear or the Valk weap.
