Can't Patch

I can't patch the patcher and i tried a bunch of things, i installed the full install then manual installed the small patcher etc and it still does the same thing, i open the patcher, it wont patch, then i press the start button and it opens a little tiny screen with the RO music

For the patcher, try running it in administrator mode. If it doesn't do anything it means you're fully patched already.
