In the original game it's reward for a very difficult quest.

Here the quest isnt implemented so you cant get it.

The legendary gaunlets and custom stat belts and aas are better anyways tho.

Str belt is exactly the same as meginjard. :) We also have loki seals which is the same as meginjard but with lower weight and a slot :).
