Problem On L Weapon Quest. Gm Badly Need Help

@request GM need help on Lweapon quest im at the step16 yesterday i completed all the requirements for that and when the time i will pass it to knight, it brings me back to 1st step!!! GM badly need your help!

tas in it brings you back from step 1? never happen to me though. the only problem i encountered at step 16 is i hadnt caught the thief yet. you have to 1st capture the thief then forward the items to the knight master. afterwards prepare 40m at step 17...
