after giving the item to sacrosanct member 3, then i suppose to find lady jane.. but when i found her i cannot click her or anything....

You're also meant to explore and "solve the mystery" a little. I'd try looking around for a pile of ropes and then a stack of wood before talking to Lady Jane.
