Can't Change The Color Of Vote Blue Valkyrie Helm

I tried to changed the color of the vote valkyrie helm but it keeps saying "sorry but you don't have that helmet"...but i already have it...wearing it..doesn't even have a card in it...i think i'm bugged :3 please help

Maybe the NPC you are talking to is the one in the Stairs of Fcity.

The NPC color exchanger for the Vote Helm is inside Knight Hall, coordinates is (for_elite 67 102)
