What does it mean?

Does it mean 3 kiel cards in a single equipment does not working?

Does it mean 3 kiel cards in all items i equipped does not working?

What does it exactly mean?

How many kiel cards i can use in total?

3 Silver Kiel + 1 Kiel Will not work.

Neither will 3Kiel + 1 Silver Kiel.

It means you can't go higher then 90% after-cast delay.

2 Silver + 2 Kiel is the best you can get out of the silvers.

You can put another kiel instead of the silver kiel, but it wont make a difference in the after cast redux.

Silver Kiel Cards will not work if you have 3 normal Kiel Cards in your headgear. The combinations of 3 Silver Kiels + 1 normal Kiel or 2 Silver Kiels + 2 normal Kiels will both work, but 1 Silver Kiel + 3 normal Kiels will not. The maximum amount of Kiels you can use is 3, meaning 90% after-cast reduction.
