[Solved]Hw Elite Quest

I'm assuming that before you can do the elite weapon quest you must first do the regular elite quest. I started the quest and spoke with the Elite Victor. He told me to speak with the elite where all wizards start out. So I went to the Geffen wizards guild and I can't find the next guy I'm supposed to speak with. Can anyone tell me where he is located?
