[Solved]Blue Scarf Not Giving Stats

The Blue Scarf from vote NPC doesn't give the +20 str, +20 dex and def (for Assassin Cross) it says on the description.

I tried another account with my Sniper using the scarf (red) and it still works.

I think it happened after I got the new christmas patch.

Fix please, thanks
