Has anyone done the Elite Arrow Quest? I heard it's bugged.

Have the Aquarius Diadem hats fixed? Poor those who completed the quest for nothing. ;(

I've done, and finished, the Elite Arrow Quest, and made each of every arrow. It's not bugged.

As of the Diadems, I've no idea, but looking at how they're supposed to work, I wonder if that's really possible.
