I normally don't ask a girl to open her webcam in MSN. I mean everyone is free, it doesn't need special reasons to decline a webcam chat. But often people have a reason. And also I respect that girls don't want to webcam if they don't know you. To be honest, I mostly get asked or I don't ask. Just keep chatting with them and get closer.

Or they're just tired of being harrassed to go on webcam.. lol. I don't think declining webcam automatically makes you ugly, more like private.

It's really annoying to be asked by people you barely know to webcam, especially if it happens a lot. I say no 90% of the time just because I don't know the people well enough who ask me to.

Also they could see it as some sort of ~advance~ or think you expect more out of them by asking to webcam, which could be disconcerting.
