hi, anyone can help me regarding this?? as in the guide the elite ammo creator is at ein_in01 19 87....but i cannot find the npc...its because of the bug or the npc change its location???

About this quest. Im not able to see the NPC "Elite Ammo Creator" located at @warp ein_in01 19 87 here are some screenshots.. i've completed all the requirements but still theres no NPC. i already patched my client.
