If you did read some of the interviews with Kishimoto (Naruto's Creator) he did say he wanted to focus on one character for a while then move to another and then so on and so forth. In this case he focused on Sasuke + Hebi/Hawk, but now the focus is on Pain and Konoha. Obviously since Naruto is the main character there has to be some focus on him, which is why they briefly switch over to his training at Myoubokuzan.
