Just restart your computer, then try to login again. If it doesn't work, try resetting your character's location thru control panel. Hehe

Try downloading DirectX(it's a Microsoft driver) sometimes Windows 10 updates itself and it doesn't have the proper drivers for older games such as RO. Here's a link

Click the three stripes(=) the bar next to the paintbrush in your account settings then click support then you should see a "New Requests" section or something along those lines, just click that and explain your situation then wait for Administration to reply. 

You should probably file a ticket regarding this and see what the Administration say. Good luck, hope you can get this resolve! Cya in game. If not just make a new account! And go from there hehe

Step 13 requires the Gates of Hell Raid, the Questor(the character you are making the ring for) must have the items in him, whoever you started the quest with must be the one you are clicking the NPC with. After you give the items to Modgud, the raid will start. You might need help with that.
All quests should be in working order. Uhm, i would recheck the item requirements and recheck the steps. If you still can't figure it out, I recommend to ask people at go 11 for help! Awoo

From my google search of the matter, files might have been corrupted along the way so try to redownload the files again. 
Another thing is that error (0x0000022) is related to your anti virus programs in your computer. I would run fro with administration, then see what happens or allow fro within the anti virus. Search google what that error means and you'll find possible solutions!
