hi i cant seem to understand the difference between CRITICAL ATTTACK/DAMAGE (see pic) and the CRIT RATE. Is it the same or no? if no, where and how can I make my CRIT RATE go higher

When I am in game my stat is 300. But when I am char selection window, my stat is 255. Is this normal?
