Yes, the rules implies that MVPs are free-for-all, unless they are spawned by a bloody branch, abradabra'd by a professor, or azoth'd by a creator. If this is a naturally spawned MVP and a Champ PK'ed you and took your MVP it is not breaking any rules.

What were you expecting the NPCs to be selling? They do carry most everything to get you started, but if you were looking for the merchant mall, it can be accessed via the Warper NPC. Most venders are located there, while there are a few strays in Prontera as well.

While there is no direct "@-command" to get to the mall, you can either travel by foot or just type in: @warp fcity 29 174 And that should warp you directly on top of the mall entrance.
