I dont undestand, u ask if flee and crit have a cap? there is no "real" cap at this status because they depend on enemy status.
100 crit gives you 100% crit rate, but every 5 point in luck of the enemy reduces your crit by 1% (its called "Critical Hit Shield")
Flee increase "miss" percentage but its caped to 95%. Also depend on enemy hit.

No. you can farm bottle at anthell01 killing eggs that have fixed respawn locations.
