[Solved] Missing Quest Npc

I was doing the "Sign Quest" but when i got to part 3 where valkyrie sandra was supposed to be... there was only this other npc out of no where.. whats up with that? Now Im Stuck.

Why Is It That the 1st release of balloons is just 3 choices? I think its unfair for those who got 1 already.... Can we still exchange it for different design? :(

  Yeah well, I paid 40$ for mine, it looks just like the blue one, and I'm not complaining. So chillax, they're collectors items. The first three will end up being worth more anyways since they were not available very long.
