That depends. First of all, you have to be as tanky as you can be, as your role is to slow people and you have to be alive to do that. Reduct gears come to mind.

2nd, slow grace is dependent on two stats, DEX and AGI. The ASPD reduction is dependent on your dex, while the movement speed reduction is on your AGI. So most people opt to use AGI belts. Note though, I can never feel the ASPD reduction with high dex, it just lowers it a bit, that is why AGI belts are mostly used.

Agi belts still adds effectiveness of slowgrace? or do we need base agi to make it more effective?

yes it does. Agi belt improves slow grace's slowness

But I tested it;

 

120 base agi compared to 300 base agi, only 2 seconds added if 300 agi.. not much practical to add max agi then.
