The elite weapons were from an older quest that has been replaced by the legendary weapon quest.

You can still buy elite weapons from players, but just doing the quest for the weapons is cheaper.

Elite weapon is from older quest and it has been remove now, but we have a new Legendary quest..so u can quest Legendary weapon..
