I already farmed the required items bro but still the thief didn't mention anything about the items and just disappear.

I'm stuck at step 12 too. But whenever I walked through the thief he only snickers and then disappear, never talk anything about the stolen goods or else. Please help me if someone knows how to fix this problem. Thank you
