    The TS is talking about the official quests. Which I think is not prioritized in this server. Those problems occur probably because the server's renewal system is not fully functional. And the quest that jameslala mentioned are custom-made quests in this server.

    Try removing your equipment one at a time. Then try casting a skill again. I'm not really sure which one, but there's an equipment responsible for that.
