DOPPELGANGER CARD NOT WORKING

Is it a bug or the Doppelcard doesnt really work in this server? Whenever I put the bow with the Doppel card, my aspd is reduced by 4 instead of increasing it dramatically as described. Please help. Thanks! Please refer to attached pics.
